Invitation for Expression of Interest for Development of Tourism Node at Kai Tak

The Tourism Node, on a 5.93 hectare site, is a major component of the Kai Tak Fantasy project which encompasses a visionary plan to develop the former runway tip and its adjoining areas into a world-class tourism, entertainment and leisure hub. It will comprise commercial/office/hotel uses and entertainment and leisure facilities with a total maximum gross floor area of about 230,000 square metres.

To enable early implementation of the Kai Tak Fantasy project, the Energizing Kowloon East Office (EKEO) of the Development Bureau invited submissions of expression of interest for the development of the Tourism Node at Kai Tak during the period from 29 September 2015 to 8 December 2015

A total of 11 submissions were received by Government upon EOI closing.Ideas and suggestions received through the EOI exercise may be used by the Government for reference in formulating the detailed development requirements for future land tender. As the EOI exercise was conducted on a non-committed basis, any interested parties are welcome to participate in the future land tender irrespective of EOI submissions were made.

The “Kai Tak Fantasy – International Ideas Competition on Urban Planning and Design” (the Competition) was launched in November 2013 with a view to inviting creative ideas and design excellence for the Kai Tak Fantasy. The result was announced in November 2014 and “Kai Tak 2.0: Healthy Lift Off” having the theme of healthy city was selected as the winning entry. With reference to the winning scheme together with the good ideas and elements of shortlisted entries of the Competition, two detailed planning and engineering studies are being undertaken by the Government to further develop the Kai Tak Fantasy project.

Planning and Urban Design Review for Developments at Kai Tak Runway Tip – Feasibility Study was commenced in December 2015 while “Planning and Engineering Study on Kwun Tong Action Area – Feasibility Study” was commenced in March 2016.
